2nd Admendment: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
Assume interpretation of this text is that the citizenry has a right to defend itself against tyranny through the ownership of combat weapons as part of a well regulated militia.
1.) Congress should legally define a "well regulated militia". One regulation of a militia should include a secure arms room (like the federal military)
2.) citizens can own military style weapons, but only as a member of a legally recognized militia. The weapons owned by the citizen, through the militia, must be kept in the arms room of the militia when not in use (excluding hunting rifles).
