In the interest of safety, make it illegal for bicyclists to overtake on the inside or right-hand side if the vehicle that is being overtaken is stationary. This would allow bicycles to continue to 'split lanes' in stationary heavy traffic, but increase traffic safety in moderate to heavy traffic.
