Saving human life is priority one. All citizens are criminally liable if they fail to donate blood, bone marrow, etc. If it is deemed a medical risk to the donor, the risk is evaluated by the government for a possible exception. Also, disposing of a human body before organs are harvested is a criminal offense.
This is not about freedom, and it's not about choice. It's about saving lives.
