Legally require the President, head of the Executive Branch, to enforce the Immigration Reform and Control Act of 1986.

The Executive Branch is charged with executing the laws passed by the Legislative Branch. The President is in charge of the Executive Branch and should enforce the law not circumvent it. The President should be required to enforce the laws on the books regarding, the Immigration Reform and Control Act of 1986.
