A constitutional amendment prohibiting the President and all current members of Congress from ever again (1) holding elected Federal office or (2) being appointed to any Federal position should they fail to enact the necessary legislation, by October 1st of any year, funding all elements of the federal government (i.e. the "budget") for at least the next 12 months and to provide the means to fully finance the corresponding funding allocations (i.e. sufficient taxation and debt ceiling relief).
This amendment would effectively "fire" all sitting elected officials from Federal office by prohibiting their re-election under such circumstances that they fail to complete the Federal budgeting process prior to the end of the current budget cycle.
