Legitimize, regulate and tax marijuana growth and distribution in all U.S. States and territories.

There is an untaxed underground industry that is costing the U.S. billions in criminal prosecution/housing. This initiative could turn the situation around by employing farmers, testers, business owners and retail staff in addition to cutting the purse strings of nefarious criminal organizations. In turn, hard working tax payers who have been prosecuted and incarcerated could return to the work force. The cannabis plant is a viable source of food, fuel, medication, fabric, plastic and paper(as evidenced by the U.S. Constitution).
