In the House of Representatives, terms are two years long. This relatively short term limit leads to a situation in which re-election is an issue immediately upon taking office, or at least soon after. A simple lengthening of the two-year congressional term to four or six years would reduce the concern with re-election.
In addition, term limits are needed to artificially introduce variety into Congress and stop any one person from dominating Congress, as well as eliminate the concern for re-election during the last term of a congressperson.
Because these changes reduce power to Congress, they are unlikely to be passed. However, if Congress is to serve the people, they must eliminate kinks that cause government shutdowns and filibusters on al almost constant basis.
