Let the American People decide if Congress EARNED a pay increase, a percentage of the COL on EVERY ballot "YES" or "NO"

Place on each years ballot a "YES" or "NO" if they believe Congress deserves a pay increase based on a percentage of the CoL (Cost of Living). Congress SHOULD NOT have the right to increase their own pay, especially based upon current congressional inadequacies. It took Congress less than 5 minutes to approve this pay increase, but still cannot come up with a balanced budget. It should be based on IF the American People feel they have EARNED the increase. This could also help DECREASE the deficit on a small level as it would FORCE Congress to do what the people want not Congress' own agenda. A balanced budget would not just be a can kicked down the road ... but if the American People they serve said NO to a pay increase, they may think twice about going against their constituents.
