Let Americans keep guns, but by Federal Regulation, require a gun safety course and a federal background check be passed

Guns are a vital part of American life, and taking the right to bear arms a only a sure way to start rebellion. Instead, the Federal Government should regulate the basic requirements to purchase firearms. All people wishing to own firearms should be required to pass both a gun safety course, and a federal background check. Also, there should be a psychological evaluation of any persons wishing to own fully automatic weapons or assault rifles of any kind. This would allow the people to keep their right to bear arms, while also heightening the federal ability to make sure weapons only go to people who know how to use them properly, and also cut down on the ability of the psychologically unfit to own firearms.
