Under President Clinton, the income tax rates were favorable for both economic growth and government solvency. The Bush tax cuts ended that and exploded the deficit. These should be allowed to expire, and separate legislation should be enacted to phase in the impact on the middle class, such as setting a trigger mechanism tied to unemployment data.
