Let cities facing floods send water to cities in drought by train

Once again, too much rain and snow in the east and not enough in the west is creating tremendous damage via fires and floods. In California’s Central Valley, wells ran dry in whole communities and fruit and nut groves died. Globally, we feed a lot of people. We need to keep doing that.
Our climate is changing. There could be terrible costs if these patterns continue (they will: global warming is obvious now; changing it takes time).
Let cities threatened by snow melt shovel it (or water from over crowded reservoirs) onto trains and send it west, protecting themselves from floods while replenishing western water tables. Let each city that sends danger away and each city that receives water pay costs, subsidized with budgeting for disaster relief. Keep water where food grows.
