let Foreign nationals get visa stampings issued within the Continental States without having to go back to home country

Workers in the US have to go back to home country for their visa stamping after a change of immigration status. After obtaining a job and with deadlines at work place going back to country is not possible which forces the Foreign nationals to goto places like Jamaica,Canada for visa stampings. Unfortunately, off-late, the US consulates are not giving visa appointments or are not encouraging such visa appointments. This is causing a problem for most foreigners who work in the Continental states as they have to go back only to their home country for the visa stamping.
This might not be possible for all aliens since the work place might not permit the candidate to take leave of absence from work.
Please change this to allow either in-land stampings or open up close by consulates for stamping
