Since 2012 Hong Kong has met all VWP criteria and, on May 16, 2013, H.R.1923 (To amend the Immigration and Nationality Act to provide for the eligibility of the Hong Kong Special Administrative Region for designation for participation in the visa waiver program for certain visitors to the United States) was passed by the Senate Judiciary Committee.
However, three years on Hong Kong people still do not enjoy VWP to travel to the US for tourism or business. As the last bastion of democracy as a Special Administrative Region in a Chinese autocratic state, recognition of Hong Kong people being unique from Chinese elsewhere, being a civilised and democratic society, joining the VWP would be a vote of confidence for Hong Kong and also make trade and travelling way more convenient visa-free.
