Let Louisiana secede from the union under the agreement that they must pass a test to maintain sovereignty

Louisiana currently has the worst scores in education and takes so much federal money. They are a burden for the nation and if they want to break off to create a conserve Atlas Shrugged christian shariah, why not let them then watch it all fall apart? We give them a deadline and set guidelines which say if they score so badly on several exams of societal health such as education, income equality, quality of life, etc. then they lose sovereignty and become a colony without representation until Congress supports it
