In order to prevent another "Captain Philips" event, our trade ships should have the ability to have either weapons on board to defend themselves, or an escort from a Marine/Coast Guard/Navy troops.
The alternative to this is to have the ships sail in large convoys with a small Naval escort, but this would require the res-tasking of Naval units, or the production of new ships.
At least two ships are taken each year, most of their crews being tortured, killed, of ransomed.
