Let people distribute their tax contribution how they desire

I am a taxpayer, as I am sure many of you also are, however I no longer believe that congress or the budget makers have my interest or their constituency's interest at heart. I believe some power should be returned to the people of this nation.
My idea is simple, every year while I am filing my taxes or while I am signing my W-2 I would like to select the departments and what percent of my tax contribution they will receive. If I want to contribute 40% of my taxes to education, 40% of my taxes to health and human services and 20% to the department of defense I believe it is our right as taxpayers and citizens of this nation to do so.
Once each taxpayer has decided their percent contribution the budget can be decided from what the citizens allocate. Let the people decide.
