Let the public vote be recorded on all bills before Congress.

Ultimately we need to transition from a representative democracy to a full democracy where the majority determines the laws they must live under. Allowing the public vote to be counted, even if only symbolic, is a good step forward to seeing what the public thinks about the various government decisions, for example to invade some nation, or pass a bill, etc. Anything else is legislation without participation.
