Let senaters and congress men and women only do 8yrs in office and a reduction in pay for it is a public service job

Since the president can only do 2terms 8yrs in office why are we the people of the nation allowing senaters and congress men and women to do decades we the people need new ideas from fresh minds not the old ideas in a 21centry also it is a honer to serve the public in these position not the other way around so we need to minimise these official pay and give incentives like discount on student loans if they have those for example
