We request that President Obama through executive order require Congress to keep an active public journal of Article V applications. The journal should published online as well as in quarterly print to be distributed to state legislatures. We suggest that these applications be considered active for the reasonable time-span of two years.
Further, all Article V applications should be considered equal and valid to call for a convention regardless of any intent; i.e. when three-fourths(at present 38)of the states have active applications a convention will be called for proposing amendments. Should 10 active applications be to propose a balanced budget amendment, while 12 be to propose an immigration amendment and 16 to propose same-sex marriage amendment then a convention would be called.
