let the USPS scan in mail items instead of delivering them, as well as create an email address for every postal address.

There are already services out there to do similar things, but if the USPS started allowing the service, it would save a great deal of fuel as you could reduce physical delivery times to 1 day a week, as well as reduce the amount of vehicles in the USPS fleet.

You could offer the service to have mail scanned in and emailed to home address. And then let the address decide if they want the mail delivered or destroyed, with a simple email in box similar to gmail.

I believe this would also slow the production of catalogs and other junk mail saving trees as well as fuel.

This would also allow instant connection for things like severe weather in a certain area, or amber alerts for missing children. School closings, etc. Neighborhood going ons, etc. These would need to be optional though.
