Letting mothers/fathers decide whether to keep visitation rights after nonpayment of support reaching 1 year delinquency

As a father of a divorced daughter I see her struggling every month to get her ex husband to pay his child support. He is now over ten grand behind and since he lives in a county that knows him and favors him, I propose that these deadbeat dads be incarcerated for their first warnings and fines should be a 3 month suspended sentence and 1000.00 fine. At 6 months the fine and imprisonment should then be doubled if not adhered to, then at one year a minimum of two years with no probation possible. Mandatory in all States across the United States and be houses in the Federal Prison system. Any DPS worker found not issuing and serving these arrest warrants will be subject to immediate termination and prosecution under the full extent of the law.
