Reset ALL citizens credit scores to zero or whatever number is deemed start or neutral , and any history prior to that new start number will be permanently removed , and from that date those new scores will only be used as a percentage factor in determining financial stability only , and only seen by financial institutions , similar to H.I.P.A. rules .
