While the second amendment is part of our culture, measures must be taken to reduce the indiscriminate mass murder of innocent victims in schools, malls, and other venues where people gather. This petition calls for the annual levy of a fee on gun owners. These fees will be used to educate gun owners on gun safety and to enhance the background checks of people who wish to purchase a firearm. Additionally, the funds will also be used for states and cities to expand their police forces to allow them to place armed police officers in schools and universities.
