Guns are more dangerous than automobiles. Therefore, guns should be regulated at least to the extent that automobiles are. It is proposed a law be enacted requiring all gun owners to: Take classes, pass background checks as well as written and practical tests demonstrating basic safety and proficiency skills, and present proof of insurance before being allowed to legally possess a firearm. Insurance rates would be determined on actuarial bases and set by private firms in conjunction with existing state regulatory agencies. Severe penalties with mandatory minimum sentences for illegal use, accidental discharge causing injury or death, or loss of control over a firearm would be implemented.
Such regulations would be self-financed through the levy of excise taxes.
