License gun-owners, not guns; require test to demonstrate gun safety competence (e.g. use of trigger guards & gun safes)

Biden admitted that proposed changes will not reduce gun-related violence. We need something that will.
Licence gun-owners, not guns. Gun-owner would be required to demonstrate competence, including gun safety (lock guns up, separate from ammo, use trigger guards, ensuring non-licensed do not have access, ability to identify non-lethal options in home defense).
Advantages:
1) Education of gun-owners w/out violating 2nd-amendment rights
2) Like a driver's license; state-managed; national standards & tax revenues
3) Gun owners pay for the right to bear arms (just like paying for the right to drive)
4) Job creation (someone has to teach all those gun-owners)
5) Violate the rules, lose the privilege.
6) Simple & fair for law-abiding gun-owners, while allowing tougher laws for violaters
