License all New Parents; protect newborns & children from the ignorant, ill unprepared, thoughtlessness prevailing today. Upon the issuance of Social Security card for newborn children the parent or legal guardian must be fit to care for the child. The certification process shall be provided through the hospital by nurse practitioners. The nurse practitioners shall create a "parental certification" practical educational course covering specific "how to care for your newborn" do's and don'ts to help guide new parents. The course shall cover all aspects of childhood care from nutrition, hygiene, sleep, etc...as well as common mistakes.
