Regulation of private industry is necessary to protect the common good, but is easily corrupted by the industry being regulated. A "revolving door" between regulators and industry is natural; it makes sense for those most experienced with an industry to have the understanding necessary to guide regulatory policy. However, the gap between public service and private industry compensation (and the temptation to protect future prospects) is too great.
I propose that anyone who becomes a public servant in a position responsible for regulation of private industry, should be subject to a lifetime income cap to that of the highest paid public servant, if he or she later becomes employed in the private sector.
This concept first posited in the book "Antifragile" by Nassim Nicholas Taleb.
