Lift the ban on owning celestial bodies

After the treaty of 1967 banning the right to own celestial bodies, the idea of going into space has stagnated, due to the lack of reward for the risk of going into a new frontier. The Human races is, unfortunately, driven by rewards that can be achieved within a reasonable amount of time, but due to the ban, no companies, or governments have made any real progress, or attempts at going into space to colonize, due to the treaty.
