In the Troy school district area students are not allowed to use their cell phones during school hours. Some teachers do not acknowledge the rule, many students use their phones in the hall ways and in-class anyways. The district believes that it distracts students, but students find out ways to sneak and use their phone in class. It does not mean that it okay for them to answer the phone and text while the teacher is lecturing, but they should be able to use it if needed for emergencies. If a teacher does not want students to use their phones in the class, they should make that known. The district should make exceptions to certain situations to have phones out as long as they aren't distracting other students.
