Lift economic sanctions from the Cuban embargo to allow u.s. oil companies to help Cuban companies avoid an oil spill

Cuban oil companies, because of the embargo will attempt to drill for oil and by doing this creates a very large very real risk that they will cause an oil spill and the U.S. economy will be hit hard because of the oil ruining the tourism sector in Florida and the Florida Keys. The U.S. oil companies however are better at doing their jobs and would also boost our economy.
