The right to bear in America leads to too many shootings. This right shall be abolished, however it means making a constitutional change which will not realistically pass.
The second option is to narrowly define what the constitution means with 'Militia'.
The 2nd amendment states : A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.
As such, it is legally possible to limit the right to bear arms to only member of registered militia. Militias will have to be authorized by each state to operate on their territory. It preserves states right to uphold the 2nd amendment if their population so wishes and otherwise, ban firearms from public hands and limit their use to soldiers, policemen & security guards
