Limit the active campaigning cycle prior to elections to federal offices to 10% of the term of office being elected to.

To better focus politicial efforts on improving our country rather than election processes it would be constructive to limit the time spent in such exercises. 10% of the term to be served would be an adequate time to acquaint voters with choices before them. It might also be helpful to have government "report cards" generated covering those aspects that could be done in a non-partisan way concerning historical facts of each candidate. These might serve as a better basic building block of voter knowledge and eventually help lead to a more intelligent and less partisan election process. Possibly it might help demonstrate the government can do something in a non-partisan and accurate way concerning elections. These cards might kick off the new "election cycle" each time it comes around.
