Limit all congressional posts to one term so long as national debt is above 5% of the national GDP

In light of the perpetually adversarial perspectives represented by the members of congress, coupled by their opposed beliefs and inability to place the well-being of American citizens above their personal interests, I would like to propose "firing" congress should they be incapable of reaching across the table and working together to reduce the deficit. If the deficit rises above 5% of national GDP, I suggest that all members of congress be sent home packing and never allowed to return to Washington D.C. as representatives of our country's people again.
