To limit the amount of items placed on legislature to one to ensure the agenda behind a bill, law, or other legislation.

Everytime there is any legislation submitted to the House of Representatives or the Senate, there is never just one item on there. There are several dozen other items, MOST of the time having nothing to do with the legislation at hand. This leads to many less than desirable items, to the American public, slipping through into law or a piece of legislature being denied because of the excess not being agreed upon by the majority. This is very unfortunate to the majority of the country and it needs to be stopped. The MAIN item that is on the table is what should be talked about and voted upon, not 99 other completely unrelated items.
