Limit the amount of time an individual can receive welfare benefits to 4 years.

I would like to see the amount of time an individual can receive government funded welfare limited to 4 years. During this 4 year period the individual shall receive paid college tuition. If at the completion of the 4 years, if the individual chose to use their time wisely, they should have earned a degree of some kind. If they chose to sit and do nothing for 4 years, the benefits will STOP! This will save our government billions in tax dollars over the long term, while giving individuals an opportunity to improve their lives as well as future generations. The physically handicapped (medically diagnosed) would not be subject to this change.
