Welfare and food stamps were design to be a stepping stone to get families through a tough situation, it wasn't meant to be a permanent solution. I know of people who have been in welfare and food stamps for decades. This without a legitimate reason to use them. It might have started as a good reason, but when comparing having to work vs living off the government, it is more comfortable to get hand outs. I am not suggesting to not help those in need, but I am saying do not foster a mentality of getting handouts. I think 5 years is enough. Most people who use these program in the correct way, typically use 2-3 years. 5 years is enough for small children to start school, start a new career or a new small business. After 5 years no more checks and they cant re-apply in 5 more years.
