Currently, agencies overspend money because that is how government agencies justify budget increases. A simple systems analysis reveals that this is a positive feedback system and unstable.
Requiring agencies to save money before receiving an increase would change the system to a negative feedback system, stabilizing it. It would also shift the paradigm of government from 100% reliability to a balance of reliability and efficiency for the sake of survivability.
The White House should propose this to Congress.
