Limit Civil Forfeiture - Put burden of proof upon the government to prove criminal intent otherwise return property

Some would argue to End Civil Forfeiture, but it does help law enforcement fight terrorism so I propose limiting its use to reduce its abuse & corrupt use. Propose the following changes:

1) Put burden of proof on the government to prove criminal intent to retain property.
2) Return property to owner if govt. fails to prove intent or does not file case against property or person of property within 90 days and compensated if damaged.
3) If the govt. also files criminal charges against person and individual proved innocent then the property must also be returned in full
