Limit Congress to 4 terms and the Senate to 2 terms of service

The offices of Congress and Senate was never suppose to be a career. It is supposed to be average citizens representing the citizens of their area for a limited time. Then go back to their normal lives. Nobody should be allowed to serve in the same office for over twenty years. Limiting the terms will help prevent complacency and the abuse of power. It will also help get new people and new ideas into the government and prevent stagnation. The Congress should only be allowed to serve a total of four terms in congress. Also Senators should only be allowed to sever two total terms in the senate. After that they can run for a different office.
