Limit the Congress and President of the United States to the powers specified in the Constitution of the United States.

Section 1: Article 1, Section 8, Clause 18 of the Constitution of the United States of America is hereby repealed.

Section 2: The Senate of the United States of America and the Executive of the United States of America are bound to the powers granted the House of Representives in Article 1 of the Constitution of the United States of America.

Section 3: Within 5 years of adoption of this Amendment to the Constitution of the United States of America, Congress must reduce Federal Agencies and other organizations of the Federal Government of the United States to those specifically mentioned in the Constitution.

Section 4: This amendment will be distributed only by proposal of Congress with ratification by state convention or state legislature.
