Limit congress pay to the duration of service unless they meet the 20 year mark, like out military pension.

Any current or past member of congress gets in excess of $100,000 yearly for life just for getting voted into office, while our military members are only paid for the years that they serve unless they meet their 20 year mark. Propose a bill that enacts a similar plan for congressmen, limiting pay and lifelong benefits unless they meet a certain quota. and limit their pay to a similar system as military pay. We could use their years of service and their role as ranks and have a 20 year quota that they have to make to earn a pension. This would create action in congress and should cause them to actually act instead of waste time. Lastly this should help the budget because it will decrease government spending exponentially.
