This can be know as the "One for One" law and it is simple, only one item can be voted on at one time. Put an end to all riders, attachments, provisions, sticky notes, etc. Every item should be voted on independently of other items. It is a simple law that can be implemented quickly and followed without misunderstandings and should allow for better representation of the citizens of the United States.
