Request that the Congress pass a bill providing that they withhold 1/2 of their members and staffs salary checks in an escrow account each year, until they pass all of the Departmental appropriations bills to fund the rest of the Government, and they are signed by the President. Why should they get paid until they have provided for funding the rest of the Government?
