A person can serve in congress indifinitly and may lose contact with today's fast changing lives. Also, when the budget is not balanced congress holds the people responsible for them not doing their job. I propose a limit of 5 terms in congress, with additional changes to benefits. Also, in the event that congress fails to come to agreement and balance the budget that they will lose their pay and benefits until it is balanced and approved.
