Limit congressional terms to a maximum of 12 years. Increase Representatives terms to 4 years and allow no more than three terms. Limit Senators to two 6 year terms. Eight years in the House would mean only four years in the Senate. Maximum of 12 years only. It was never meant to be a live-long job and we have many individuals who are no longer competent to be representing the people. Trying to unseat an incumbent should not be so hard. They have put to many regulations in place to help ensure that they are re-elected. We need to level the playing field and make it so that an average person who is not rich or have rich individuals or large corporations who will fund their campaign a chance. We have way to many representatives and senators who owe their allegiance to the wealthy.
