Congressmen should represent all issues of their state citizens. If Congressmen have limits to the number of consecutive terms they can serve, they will be able to focus more on solving the problems of the citizens of their states versus always having to worry about re - election; forcing them into helping those entities in their state that can help them with their re-election by power or money.
If a congressman lives his or her whole career life in Washington - do they still understand the issues that are important to their state?
