Limit the Consumption of Alcoholic Beverages

A petition to institute a federal rationing system to limit the sale, possession, and consumption of alcoholic beverages. Ideally, each citizen over the age of 21 would be issued a coupon for a set ration of alcohol. Citizens that did not consume their ration would be able to return it for a tax rebate. Alcoholism is a growing but often ignored problem in our nation. It is a deadly disease that affects millions of Americans, especially the younger demographic and those in low income areas. The issuing of rations would be a step in the right direction, and would hopefully help prevent the spread of alcoholism.
