Limit Defense Spending to 3% of GDP During Peace Time

The U.S. currently devotes 3.8% of GDP to Defense. Germany spends 1.3% of their GDP. Germany and other allied countries benefit from our out-sized Defense budget. Germany provides universal health care, very low cost university education, and has the best infrastructure on the planet.

Germany has a population of 82 million; the U.S population of 318 million. Rather have the reverse of economy of scale.

As a first step, reduce overall Defense spending to 3% of GDP, and redirect funds to infrastructure and secondary education. Like the Germans.
