Limit degrees to fill jobs needed by the American government and share jobs for more work, more income, less stress.

I am a former student owes $100,000 and still have not found a suitable job to end my poverty created by the American school system. If the parent can't inform the child it is the job of the government to inform them on what society needs in the job market, create jobs for those needs in order to cut debt and hire American citizens with tuition to pay. Millions are without work and pay very high tuition in need of work but because of competition, discrimination and unnecessary degrees in subjects such as media arts I think the government needs to create a new system where everyone gets their turn to work for income and some paid time off from the government until it's their turn to work again. Instead of one person stressed out from one job why not share it for more income and work done?
