Limit early Voting.

Limit early voting to those who will be out of town on Election Day, and to one week. Separated from actual Election Day by one week. This is to allow time for election officials to ensure that those voters have been marked on the voter registration as having voted. Also those voters that use Absentee ballots submit a photo copy of their license, with the ballot, to ensure that it is the person submitting the ballot.
